چکیده

Two key measures of economic performance are calculated and analyzed for three important Italian trawl fisheries (Northern Thyrrenian Sea, South of Sicily, Northern Adriatic Sea): the Net Economic Returns (NER), which informs on the economic performance and is considered a proxy of resource rent in fisheries and the Return on Fixed Tangible Assets (ROFTA), which is used as an approximation of the Return on Investment (ROI) and is a key financial and performance indicator for a fisherman in order to take a decision to operate in a fishery. The trend of these indicators over the last decade highlights a poor economic performance that is associated with an overall poor condition of the state of resources. The trend of economic performance indicators is put in relation, on a time-based approach, with the different types of management measures applied over the last decade. We show that trends of fishing effort and economic indicators as well as statistical analysis return a coherent interpretation of the main factors affecting the profitability levels of the selected fleets. The study reveals that management measures impacted negatively on the profitability of the sector in the short run. However, economic indicators inverted the trend in the last 3 years. An increasing biomass trend as well as the improvement in fishing mortality of some few stocks, together with the reduction of input costs could be considered as positive drivers which impacted positively on economic profitability of the fisheries concerned. The study argues that even the technical and fishery management provisions in the Mediterranean Sea may have started to reverse the trend in economic profitability of the analyzed fleets. An additional management effort needs, however, to be developed on an urgent basis in order to ensure the achievement of the management goals defined by the Common Fisheries Policy (CFP).

Bio-economic evaluation of implementing trawl fishing gear with different selectivity.

The paper develops a biological-economic evaluation tool to analyse the consequences for trawl fishers of implementing more selective fishing technologies. This is done by merging a dynamic biological population model and an economic cost-benefit evaluation framework to describe the consequences for the fish stocks, fishermen and society. The bio-economic evaluation is applied to the case of th...

SMART: A Spatially Explicit Bio-Economic Model for Assessing and Managing Demersal Fisheries, with an Application to Italian Trawlers in the Strait of Sicily

Management of catches, effort and exploitation pattern are considered the most effective measures to control fishing mortality and ultimately ensure productivity and sustainability of fisheries. Despite the growing concerns about the spatial dimension of fisheries, the distribution of resources and fishing effort in space is seldom considered in assessment and management processes. Here we prop...

Decision Support to Sustainable Management of Bottom Trawl Fleet

A decision support concept (DSC) for sustainable management of the bottom trawl fleet was created in line with ecosystem-based management. It is based on principles that integrate ecological, social and techno-economic aspects of trawl fisheries in a multicriteria analysis approach. For the sake of greater transparency and improved stakeholder participation, elements of the proposed multicriter...

Evaluation of New Zealand’s High-Seas Bottom Trawl Closures Using Predictive Habitat Models and Quantitative Risk Assessment

United Nations General Assembly Resolution 61/105 on sustainable fisheries (UNGA 2007) establishes three difficult questions for participants in high-seas bottom fisheries to answer: 1) Where are vulnerable marine systems (VMEs) likely to occur?; 2) What is the likelihood of fisheries interaction with these VMEs?; and 3) What might qualify as adequate conservation and management measures to pre...

A transactional and collaborative approach to reducing effects of bottom trawling.

Private-sector financial and legal transactions have long been used to protect terrestrial habitats and working landscapes, but less commonly to address critical threats in marine environments. Transferrable and marketable fishing privileges, including permits and quotas, make it possible to use private-sector transactions as conservation strategies to address some fishery management issues. Ab...
